There is a WebGL Dev+Implementer Chat room on Matrix, which is similar to an IRC server network.
This room is a public room for connecting with WebGL (browser) implementers, as well as interested WebGL content developers.

Details
There are a number of clients that can connect to Matrix, but the primary official client is Riot, which also has a good in-browser web-app.
The room is hosted on the mozilla.org server, so if you don't see the room in the room browser/explorer, you'll need to add "mozilla.org" as a server.
