OpenCTM is a file format, a software library and a tool set for compressed 3D triangle meshes. It is open, portable, easy to use, and offers a flexible data structure with support for many different vertex attributes, including customizable shader specific attributes.
Included in the SDK is an OpenGL based 3D file viewer and a command line file converter that supports viewing of and conversion to and from COLLADA (triangulated), and many other formats (OBJ, 3DS, PLY, STL, LWO, OFF and of course OpenCTM).
